Stripes for Exceptional Performers (STEP) Promotion Guidance

This is guidance for ACC in 08.  Thus information may (most likely will) change command to command and base to base. 


Current average time in grade and time in service for promotion to the following TSgt/MSgt Grade TIG Years TIS Years (Updates as Necessary)

TSGT 5.25 10.91

MSGT 4.27 17.02

Under General Moseley's philosophy he was asking Commanders to look at several factors for STEP promotion consideration to include avoiding the perception of promoting below the zone. A good benchmark to use is TIG/TIS, this will at least keep us within the spirit and intent of STEP and on track with the CSAF philosophy.


Eligibility Requirements:

Senior Airmen must complete the Airman Leadership school and Technical Sergeants must complete the in-residence NCO Academy before promotion to MSgts. No individual can be promoted more than once in a 12 month period under any combination of promotion programs (exception: senior airmen must serve 6 months time-in-grade before promotion to Staff sergeant), and the minimum Time-in-service- requirement for promotion to Staff Sergeant through Master Sergeant of 3, 5, and 8 years respectively cannot be waived. Also, nominees must not have any negative quality indicators which may prevent a potential promotion.

Strict adherence to AF, ACC and WG guidance is the WG/CC's philosophy. With that said please review the requirements for package submission below:

- Provide electronic copy and two of each hardcopy of the required items Listed below:

1. Wing commander's cover memo of endorsement (please see STEP Letter Example). The wing Commander will sign step nomination cover for the wing’s acc nominee. Signature block for WG/CC is:

(Please ensure all memos contain the Correct signature block)

- Nominees previously selected under step should not be considered. Nominees considered for promotion under step must be able to withstand scrutiny over an entire career and not just the past 12 months.


2. Step worksheet. Will replace the one page memo previously submitted for FY07 steps (please see STEP Worksheet) and will be endorsed by the Individual’s squadron and group commander. Included on the attached is a summary of all step requirements for package submission. Also, included is a space for significant accomplishments-a maximum of 20 lines is required. The first 10 lines will be items not contained in the individuals EPRs. The next 10 lines will be a highlight of accomplishments contained in the EPRs. Please note: headers, footers or acronyms are not permitted in the allotted space.

3. Single-page surf retrieved from Airman Management System

4. Last 5 EPRs (printed head to head)

5. Smart card. A short summary of bullets that would be used at the actual Promotion ceremony. Include marital status, spouse's name (if married), children (names and ages). current duty title, hometown, and hobbies. See sample smart Card in AFMentor.com Good to Know.

6. Current Air Force Portal Fitness Report.

7. WG/CCC is the POC.
